THE MEDIUM-TERM YOUTH DEVELOPMENT In line with its function to formulate a national framework for youth development, the NYC is in the midst of preparations to come up with the Medium Term Youth Development Plan for 2005-2009. The Plan will identify indicators for program implementation, veering away from the broad strokes approach. Later this year, we will be conducting a series of consultations with the youth sub-sectors, as well as program partners for their inputs on a draft plan done together with youth sector experts and youth program implementers. |

The SK should be strengthened through proper reform measures and should fulfill their role as the focal point of the youth sector in the barangays. |

Special Needs The NYC recognizes the need for separate detention centers and specialized courts to deal with juvenile delinquents and youth offenders, and giving these youth the opportunity to become productive members of society instead of having them continue in the path that they are leading to.
