In line with its function to formulate a national framework for youth development, the NYC is in the midst of preparations to come up with the Medium Term Youth Development Plan for 2005-2009. The Plan will identify indicators for program implementation, veering away from the broad strokes approach.
Later this year, we will be conducting a series of consultations with the youth sub-sectors, as well as program partners for their inputs on a draft plan done together with youth sector experts and youth program implementers.
The MTYDP serves as a guide for government agencies to utilize in the proposal or implementation of youth-related programs.

The idea for this program stems from the desire to encourage youth in their communities to oversee the protection and maintenance of their environment. The Green Brigade is a program done in connection with the Sangguniang Kabataan, which allocates a portion of its budget towards the support of environmental programs.
Executive Order No. 52, mandating the creation of Green Brigades nationwide, is currently undergoing reviews and amendments. 3 trainings were conducted in 2003. Youth volunteers were mobilized during the International Coastal Clean-up and Earth Day celebrations
