Bam is one of the country’s most dynamic youth leaders today. Bam was initiated into Philippine politics through his uncle, Senator Benigno “Ninoy” Aquino Jr., who was assassinated in 1983 when Bam was only six years old. The death of Sen. Aquino sparked protests against the harsh dictatorship of Ferdinand Marcos. Bam took part in these protests as one of the youngest speakers during that time. The protests along with the palpable dissatisfaction of that time against the Marcos regime led to the presidency of Sen. Aquino’s wife, Corazon through a bloodless turnover popularly known as the EDSA Revolution. Bam himself was a figure of EDSA 2 in January 2001 fifteen years after the first peaceful overthrow, as one of the convenors of the thousands of youth that marched the streets of EDSA, this time to oust then President Joseph E. Estrada.
Bam was president of the Student Council in the Ateneo De Manila University, from where he obtained a degree in Management Engineering in 1999. He graduated summa cum laude and valedictorian of his batch. During his tenure as student council president of the Ateneo de Manila University, he became the volunteer head of the first youth-led center of the National Movement for Free Elections (NAMFREL) Quezon City Quick Count Center, the first youth-led center at that time and was also one of the founding members of the National Union of Catholic Student Councils, where he served as Constitutional Chairman.
At the year of his graduation, Bam was awarded the Jose Rizal Most Outstanding Model Student of the Philippines award as well as the Merit Top-Ten College Co-eds award.
Bam’s first job was with ABS-CBN Foundation from 1999-2000. He was with the Special Projects Group which handled projects for Bantay Bata and Bantay Kalikasan, two branches of the foundation that helped abused children and the environment, respectively.
Bam was made Chairman of the National Youth Commission (NYC), the main youth policy-making arm of the Philippine government in 2003. Previous to this, he was Commissioner-at-Large for two years. He has represented the country in various international conferences, the latest of which was with the ASEAN cub-committee on youth in Indonesia.
Bam was also asked to be Commissioner of the Edsa People Power Commission in 2001. He is on his second term as a member of the Steering Committee of the Habitat for Humanity’s Youth Build program. He was the head of the organizing committee of the Pambansang Ugong Ng Kabataan (PUNK 2001), a National Youth Consultation Program of the Office of the President.
His other advocacies include being the spokesperson for Read to Lead, a reading advocacy campaign, and Children’s Hour, a fund-raising project for less fortunate and special children. In October 2002, Bam was also asked to be part of the Board of Directors of Venture for Fund-Raising, a non-profit non-government organization that helps other NGOs raise resources.
Bam also hosts Breakfast, the youth-oriented TV morning talk show aired over ABS-CBN’s Studio 23.
Bam is the youngest person appointed by President Gloria Macapagal Arroyo to head a government agency. He assumed office last February 14, 2003.

Aside from being a Commissioner of the NYC, Marc is a lawyer who also serves as the youngest member of the Board of Directors of the Videogram Regulatory Board and as a technical assistant in the Office of the President.
Full of initiative, he is a convener of various organizations, such as the Samahang Itinatag ng mga Kabataang-Lingkod na Aangat sa Bayan (SIKLAB), a national youth-led moral recovery movement. Marc is also a professional leadership and public speaking consultant and trainer.
An awardee of the Ten Outstanding Students of the Philippines, Marc excelled in academics, sports and socio-civic activities while still in school. He graduated from the Mindanao State University with a Bachelor of Arts Degree in English and a Bachelor of Laws from the Ateneo De Davao Law School.
RICHARD ALVIN M. NALUPTA

An active youth leader, Richie is concurrently the President of the Sangguniang Kabataan Alumni Association (SKAA). He enjoyed the confidence of youth leaders nationwide as President of the Sangguniang Kabataan National Federation from 1996 to 2002 while serving as the only two-term president of the Ilocos Norte SK Provincial Federation.
As National SK President, he founded the SK Academy and authored the nationwide Youth Smoking Prevention program and the SK Orientation Seminar on Public Accountability. Richie also served as the youngest chairman of the Committee of Membership of the Union of Local Authorities of the Philippines (ULAP).
Richie graduated cum laude with a degree of Bachelor of Arts in Philosophy from the University of the Philippines in Diliman, Quezon City, and is a member of the UP Phi Kappa Phi Honor Society. He was awarded recently with the National Masikap Award for his indefatigable initiatives towards serving the youth.
ARES C. GOYENA

One of the true insiders in the arena of youth participation and promotion, Ares was part of the 1987 Konsultahang Kabataan-a conference which had hundreds of youth leaders attending and recommending from among others, the abolition of the Kabataang Barangay and the establishment of the Sangguniang Kabataan and the National Youth Commission.
He served as municipal Councilor of Daraga, Albay as one of its youngest local officials from 1985-1995, then from 1995-1998 as Provincial Board Member.
In 1995-1998, Ares concurrently served as Vice President of Luzon of the National Movement of Young Legislators (NMYL), and served as its Executive Director in 2002.
Ares was appointed by President Gloria Macapagal-Arroyo on August 26, 2002 as the Executive Director of the National Youth Commission, a position he held until March 17 of this year upon his appointment as the NYC’s Commissioner for Luzon.
His other achievements include: being chosen as one of the 35 youth delegates to the Ship for Southeast Asian Youth Program (SSEAYP) to represent the country as an ambassador of goodwill to the other ASEAN countries and Japan; being a Philippine Delegate in 1996 to the United States Presidential Election Study Program sponsored by the White House. Ares was also appointed as the Philippine Head of Delegation to the Canadian Model United Nations Assembly and to the Model U.N. meeting at the United Nations Headquarters in New York, USA in March 2003.
ARACELI S. AVES

A lady of action, Cel is definitely not a stranger when it comes to serving the youth sector.
She has championed various youth causes and continues to work tirelessly on various inter-agency programs and projects which involves the government, non-government organizations, private sector and socio-civic organizations long before she was appointed commissioner. It is because of these endeavors that she was awarded the GAWAD KKK as one of the Ten Outstanding Youth of the Philippines.
She handled different youth programs and projects as a member of the Presidential Council of Youth Affairs, an agency that was the precursor of the NYC. She represented the country to the 20th Ship for Southeast Asian Youth Program (SSEAYP) as a youth ambassador of goodwill.
Cel graduated with a degree in Public Administration from UP-Diliman where she was a government scholar and a dynamic student leader.
CHRISTOPHER LAWRENCE S. ARNUCO, JR.

Having been appointed at the age of 21, Chris is the youngest appointed commissioner at the NYC. Before buckling down to work at the NYC, he was the Assistant Presidential Liaison Officer for Western Mindanao and then the Chief Executive Assistant for the Zamboanga City Special Economic Zone and Freeport Authority.
He graduated from the Ateneo de Zamboanga University in 2001 with a Bachelor of Arts degree Major in English. He served as the Chairperson for External Affairs and concurrent Secretary General of the Western Mindanao Alliance of Student Councils. He was elected Senate President during his stint at the Summer sa Senado Internship Program of the Senate of the Philippines.
Chris is committed to the promotion of leadership training and peace awareness among the youth.
ARIEL JOSEPH M. ARCILLAS

Sangguniang Kabataan National Federation President

Ariel was elected National SK President from among the federation presidents of provinces, cities and municipalities of the country, at the age of 17, making him the youngest official of the NYC as its Ex-officio Commissioner.
He is an active member of the ULAP and is the youth representative to the Legislative Executive Development Advisory Council, which is chaired by the President.
Ariel is currently studying at the San Beda College.
RAUL DOMINIC I. BADILLA

On March 17, 2003, Dino Badilla was appointed as Executive Director and Chief Operations Officer of the National Youth Commission under the Office of the President. He is one of the pioneers of the global youth organization, CFC Youth for Christ (YFC), the youth arm of Couples for Christ. Responsible for helping organize the YFC International Leaders’ Conference, the biggest yearly summer gathering of young people in a weekend of nation-building workshops, national championships in sports, bands, cheering squads, literary, cultural regional parades & character / faith-building activities, among others.
Prior to his appointment, he was serving as the Head of YFC Metro Manila, with membership of almost 25,000 youth coming from barangays, high schools, colleges and universities. Dino also served as the YFC Area Head for Oceania countries, which includes Australia, New Zealand, Papua New Guinea and Solomon Islands.
The fourth of eight children by Atty. Romulo Badilla and the former Fria Arroyo-Imperial, he was born in Naga City, Camarines Sur. Dino finished his Bachelor's Degree in Philosophy at the Holy Rosary Seminary. Executive Director Badilla is married to the former Maricel Gatchalian of Quezon City.
Dino is currently a member of the seven-man Council of Leaders of CFC Singles for Christ and also, as Ex-officio Council Member of CFC Youth for Christ. He was one of the convenors of the interfaith youth coalition SIKLAB and the movement on nation building LAYA, which both aim to champion the cause of the youth.
