FIVE-YEAR ACCOMPLISHMENT REPORT

The National Youth Commission was created in 1995 by virtue of Republic Act 8044, otherwise known as the Youth in Nation Building Act.

This year, the NYC marks its fifth year of public service, particularly of serving the needs of the Filipino youth.

Through its five years operation, the NYC was guided by set program thrusts that provide direction to its development programs and projects.

In 1996, the NYC adopted six program thrusts:

YOUTH CONSULTATIONS: for NYC to know the real needs and concerns of the youth sector for the purpose of assessing their situation and providing direction for the formulation of the Medium Term Youth Development Plan.

ECONOMIC EMPOWERMENT: to help address economic problems of the youth, particularly, unemployment.

POLITICAL EMPOWERMENT: to prepare our young people for leadership responsibilities in the future.

INTERNATIONAL COMMITMENTS: to contribute to the development efforts of the global community.

VALUES FORMATION: to strengthen the youth's moral fiber.

CULTURAL APPRECIATION: to foster unity and understanding among our people.

In 1997, the Commission further enhanced its mandated role by adopting the following programs thrusts:

Setting the Direction for Philippine Youth Development: this is the Commission's primary role and goal in nation development.

Economic Empowerment: to better enhance the youth's economic productivity and contribution to economic growth.

Political Empowerment: to harness the youth's leadership potentials towards nation building.

Youth Advocacy and Participation: to instill social consciousness and responsibility among the youth.

Strengthening the NYC Family: to further empower the young men and women of the Commission to fulfill their calling.

Assistance to Youth Organizations and Programs: to enhance youth participation in community development.

From 1998 to 1999, the Commission set six Key Result Areas (KRAs)

6) Program Promotion

Anchored on these program thrusts and KRAs are the various development programs of the NYC.

· In the area of policy development and coordination, the NYC accomplished the following:
1) National Study on the Situation of Youth in the Philippines
2) Formulation of the Medium Term Youth Development Plan
3) Packaging of Compendium of Youth Programs
4) MTYDP Regional Briefings
5) Formulation of the Monitoring and Evaluation Tool and Scheme 6) Policy Dialogue on Juvenile Justice
7) Preparation of MTYDP Monitoring and Evaluation Instrument/Scheme
8) Policy Coordination

· NYC Accomplishment under the Youth Entrepreneurship Program includes the following:

1) Sending of 151 youth to Taiwan for entrepreneurial training under the Young Filipino Entrepreneurship Project
2) Conducting YEP Orientation Seminars that benefited 2,630 youths
3) Conducting Basic Entrepreneurship Development Course with a total of 1,888 youth beneficiaries
4) Providing capital assistance to 202 youth beneficiaries under the Youth Entrepreneurship Financing Facility Program

· The NYC's Government Internship Program has already benefited 26,861 youth with training and financial assistance.

· The Commission has already convened two National Youth Parliaments with a total of 471 delegates now serving as NYC coordinators in the regions and as deputies of the MTRCB under the Bantay Tele-Cinema Youth Network (BTCYN) Program.

· The NYC's ISKOLAR Training Program has helped develop the leadership and organizational management skills of 5,017 SK leaders nationwide.

· The Commission has also sent 175 Young Ambassadors of Goodwill to the annual Ship for Southeast Asian Youth Program (SSEAYP) since 1995.

· Two hundred eight (208) youth organizations and youth serving institutions are now registered with the NYC.

· Just recently, the Commission has successfully implemented the Presidential Youth Achiever's Awards (PREYAA) with 16 individual and institution awardees.

· The Anti-Drug Abuse Campaign of the NYC has drafted the support of 8,428 volunteers.

· On the other hand, the Green Brigade Program has benefited 310 barangays nationwide and the program team has implemented three pilot trainings and developed a training manual.

· Under the Student Government Management Program (SGMP), 720 student leaders benefited form the leadership seminars conducted in various regions nationwide.

· The Youth Cultural Festival (YCF) has drawn 107 youth participants. · 424 youth volunteers now comprise the NYC's Bantay Tele-Cinema Youth Network.

· The Mindanao Youth Peace and Development Advocacy Program (MYPDAP) has trained 125 trainors, drafted the support of 1,000 volunteers, and gave assistance to 3,000 refugees in the region.

· The Youth Cultural Immersion and Outreach Program (YCIOP) was participated in by 103 participants from youth organizations and institutions of various cultural backgrounds.

· Under the National Inter-Fraternity & Sorority Peace Council (NIC) Program, the Commission has organized 11 regional peace assemblies, 2 peace caravans participated in by 472 fraternity and sorority leaders.

· The NYC has also set up 42 satellite offices in colleges and universities.
