Committee on SK Reforms Proposed Bill. No. 1 An Act to Strengthen and Reform the Sangguniang Kabataan Amending for the Purpose Certain Provisions of RA No. 7160, Otherwise Known as the Local Government Code of 1991, and for Other Purposes . That seeks to amend some portions of the 1991 Local Government Code to strengthen the SK such as: -15% of Barangay General Fund set aside for SK for fiscal autonomy -SK Treasurer shall deposit funds preferably to a bank nearby or at the city/municipal treasurer -submission of statement of actual income every year -privileges of SKs: receive honoraria for SK members other than the chairman which is 20% of the honorarium of the SK President; exempt from taking NSTP -duties and functions of SK officials: quarterly KK meetings, localization of program of action, team-building activities for KKs quarterly, no synchronized elections, election of SKs six months before barangay elections, age 18-21 years old (SK), KK qualifications, grounds for disciplinary actions, appropriations, separability clause, repealing clause, effectivity.
