ARES C. GOYENA
One of the true insiders in the arena of youth participation and promotion, Ares was part of the 1987 Konsultahang Kabataan-a conference which had hundreds of youth leaders attending and recommending from among others, the abolition of the Kabataang Barangay and the establishment of the Sangguniang Kabataan and the National Youth Commission..
He served as municipal Councilor of Draga, Albay as one of its youngest local officials, then as Provincial Board Member, and then Vice Mayor.
