The National Youth Parliament (NYP) is a biennial assembly of youth representing the various sub-sectors and geographical groupings nationwide to develop a legislative-executive agenda for youth development.

The Youth Parliament is a venue for young men and women to participate in the national decision-making processes of the government. The proceedings, declarations and resolutions of the Parliament will guide the Commission in its undertakings and will form part of the legislative agenda of the Medium Term Youth Development Plan (MTYDP).

Mandated under RA 8044, representation in the Parliament is based on equal geographical representation between men and women, and ensures maximum participation of the youth through the representation of the four youth sub-sectors.

NYP delegates areappointed as NYC provincial/city or sectoral volunteer coordinators for the implementation of NYC programs in their respective areas.

OBJECTIVES OF THE PARLIAMENT
The Parliament shall seek to attain the following:
1. crafting of resolutions that would address priority problems affecting the youth sector;
2. establishing partnership among youth organizations; and
3. ensuring greater youth access to NYC programs.


RESPONSIBILITIES OF NYP MEMBERS

The Parliament delegates shall:
1. act as provincial/city/sectoral coordinators of the NYC for two (2) years;
2. participate actively in youth activities and projects; and
3. assume the role of youth advocates in their respective areas and sector.

*As provincial or city or sectoral coordinators, they shall be responsible for liaisoning and networking for the NYC, and provide required feedback/reports in line with the Medium Term Youth Development Plan (MTYDP).

QUALIFICATION REQUIREMENTS
  • Filipino citizen
  • not less than 15 but not more than 30 years of age on Dec. 8, 2002
  • residing, studying or working at the place/institution represented for not less than one year by Dec. 8, 2002
  • of good moral character
  • officer or member of youth/youth serving organization represented
  • SK representative must have a position not lower than Municipal, City or Provincial Federation President
  • must not have been a member of the previous Youth Parliaments
  • willing to volunteer his time, expertise and talents in the service of the Filipino youth through the NYC network for two (2) years.



APPLICATION REQUIREMENTS

  • application letter (1 copy)
  • accomplished application form (5 copies) with latest 2 x 2 photo on each copy
  • brief resume, not more than 3 pages (1 copy)
  • certified true copy of birth certificate or passport
  • Barangay/Police clearance
  • certificate of residency from the barangay
  • certificate of good moral character (issued by the School/Authority for In-School Youth, Local Government Official for Working Youth, Out-of-School Youth, Youth with Special Needs and SK)
  • letter reference from school/community/organizations where the applicant is an officer/member
  • one page proposed youth agenda that is carefully studied and researched (cite existing laws, resolutions, and/or promulgations being enacted in the respective province, city and municipality)
  • two (2) self-addressed envelopes with P20.00 worth of stamps on each envelope
