Lawmakers, public await Garcillano’s House testimony today

All eyes are on the House of Representatives today as former Commission on Elections (Comelec) commissioner Virgilio Garcillano is expected to testify before the joint-committee hearing on the wiretapping and election fraud controversies.
The chairmen of the five House committees assured the public that they would be fair and would give every lawmaker a chance to question Garcillano.
"As much as possible, we will accommodate all committee and non-committee members. They will be given three minutes each to ask questions," said North Cotabato Rep. Emmylou Taliño Santos, the new chairperson of the House Committee on Public information, at a press conference.
Santos said the committees would maximize the time of Garcillano, who will be making his first appearance at the inquiry after dropping out of sight for almost six months.
"We have to maximize the time of Mr. Garcillano. Sayang naman ang pagkakataon. Lahat ng gustong itanong sa kanya dapat itanong na," Santos said.
Makati City Rep. Teodoro Locsin Jr., chairman of the House Committee on Suffrage and Electoral Reforms, said they would not allow Garcillano to evade questions.
"Garci cannot dictate what questions should be asked," Locsin said.
Locsin, however, assured Garcillano that they would treat him with respect and that he would be protected from "House members who will be abusive."
He likewise advised his colleagues to craft their questions very carefully and make sure that they address the main issue.
"The main issue is on the privilege speech of Minority Leader Francis Escudero — Did the opposition conspire in releasing the recordings to embarrass the President and topple the presidency?" Locsin said.
Last Nov. 29, the committees agreed to resume the wiretapping investigation and to invite Garcillano and former National Bureau of Investigation (NBI) deputy director Samuel Ong.
As of press time, the public information committee said the presence of Ong, the keeper of the so- called "mother of all tapes," at the investigation was still uncertain.
Also present at the press conference were chairmen Simeon Kintanar of the committee on information communications technology; Jose Solis of the defense committee; and Amado Espino Jr. of the committee on public order and security.
Meanwhile, House Minority Leader Francis Escudero and Taguig-Pateros Rep. Alan Peter Cayetano challenged President Arroyo to join them in a lie detector test to determine who among them indeed talked to Garcillano.
They vowed to undergo the test sought by Eddie Tamondong, Garcillano’s counsel, on condition that President Arroyo would also do the same.
"I don’t see any problem submitting myself to a lie detector test provided that President Arroyo will also undergo the same procedure," Escudero said, adding that Garcillano should also undertake a lie detector test.
Cayetano even proposed that today’s hearing be postponed giving way to the challenge posed by Garcillano’s camp.
"It would be better na huwag na lang mag-hearing at mag-pa-lie detector test na lang kami, as long as it is fair and would lead to the truth ‘yung challenge nila," Cayetano said.
On Monday, Tamondong released the names of eight congressmen who he said Garcillano talked with either personally or through the phone on matters concerning the elections. Four of these congressmen had joined the failed attempt to impeach the President.
These include Escudero, Cayetano, Parañaque City Rep. Roilo Golez, Lanao del Sur Rep. Benasing Macarambon Jr.; Cebu Rep. Clavel Martinez; Quezon Rep. Rafael Nantes; Navotas-Malabon Rep. Ricky Sandoval and Quezon Rep. Danilo Suarez.
Escudero, Cayetano, Martinez and Golez were among the four pro-impeachment solons named by Tamondong.
For his part, Golez said he would join Escudero in a lie detector test provided that President Arroyo and Garcillano do it first.
Golez also asked Garcillano to make available in public the names of other personalities in his list and those who have been communicating with him since June 3, 2005.
"I accept a lie detector challenge. But he and PGMA should be the first starting with the Hello Garci conversation plus he should already give full list of congressmen who talked to him during 2004 presidential election period and all officials (Executive and Legislative) who talked to him in person or electronically (text and voice phone, email, etc.) from June 3, 2005 to date," said Golez.
Golez even asked Garcillano to immediately present proof that he spoke with him during the last presidential election.
"I challenge Garcillano to produce evidence proving that I called or talked to him," said Golez.
Escudero believes that the "offensive approach" of Garcillano is aimed at diverting attention from the central issue that the ex-poll official talked to President Arroyo to allegedly rig the results of 2004 presidential election.
As this developed, senators eagerly await the first public appearance of Garcillano at the Lower House today even as Sen. Juan Ponce Enrile admitted yesterday to be one of Garci’s "phone pals" during last year’s canvassing of votes.
But contrary to Sen. Miriam Santiago’s prediction that Garcillano’s callers would lose sleep, Enrile said his conscience is clear.
In an interview, Enrile admitted calling up Garcillano not to cheat but to intercede for someone else.
He said it was former Sen. Tito Sotto who asked him to contact Garcillano during the canvassing of votes but this did not mean that he meant to rig the results of the poll, contrary to Santiago’s allegation that whoever called Garci during that time could have only one thing in mind: to cheat.
He added that he also called all Commission on Elections (Comelec) officials to protect his votes.
"I called everybody, except Commissioner Borra," he told reporters.
During a phone interview, former senator Tito Sotto confirmed Enrile’s story that he asked the senator to urge Garcillano to play fair.
Sotto said that during the 2004 elections, the name of Garcillano consistenly appeared as an operator used by the administration to rig the results of the poll.
To prove his point, Enrile challenged Garcillano’s lawyer, Eddie Tamondong, to play the supposed wiretapped conversation.
On the other hand, Senate President Franklin Drilon expresed strong suspicion over the motive of Garcillano’s lawyer for revealing piecemeal information about personalities who have allegedly called up his client.
"Let him testify and we will assess his testimony," Drilon said. (with a report by Jude Galford III)

Bakit ba sila magwiwithdraw ng account sa Pilipinas? Bakit lulubog na ba sa dagat ang Pinas? Napaka walang sense of nationality naman sila!
