For Bacolod and Cebu volunteers, please be informed that the NYC is OFF-HAND in its recruitment, selection, and deployment procedure. I went there 2 weeks ago and conducted the volunteers orientation/training. I made clear to all participants in the training that the NYC is only tapped to provide TRAINING and ACT AS LINK of CEBUSOC and BASOC to the PHILSOC, which is the hub of all operations for the games. Likewise, NYC is tasked to do the following:
1. Accredit all pre-selected volunteers by processing duly filled up accreditation
forms
2. Distribute access IDs
3. Distribute volunteer shirts
4. Distribute meal allowances
I want to make it clear that when the NYC entered into the program, the agreement was for PHILSOC to provide sponsored meals to volunteers. NO MONETARY OBLIGATION TO VOLUNTEERS is adhered into the volunteers program.
However, due to some concerns with food sponsorships, the PHILSOC decided to provide meal allowances to volunteers on a per day basis since the sponsors cannot cater to the daily meal requirements of volunteers. The delays on the release of allowances are BEYOND the control of PHILSOC. And likewise, the NYC ONLY operates on the provisions given by PHILSOC.
In the orientations we gave, it was clear to us that a lot of young people are WILLING AND ABLE TO PROVIDE SERVICE WITHOUT RENUMERATION. And upon knowing, we are convinced that the spirit of volunteerism and bayanihan continues to live on among young Filipinos.
This realization is enough proof for the NYC to continue its programs in relation to volunteering efforts of the youth in the future. Be it known that the program of the NYC on volunteerism DOES NOT STOP in the SEA Games. This is just the beginning of stronger partnerships with youth leaders and organizations.
The role of the NYC is to organize the Volunteers Program for the SEA games and it has been successful in doing such especially in creating the widest network of volunteers nationwide.
All of the concerns being faced at the moment are things BEYOND OUR CONTROL. We assure you that everything was planned well and things are seriously considered before decisions are made in trying to troubleshoot these concerns.
The downsizing of volunteers by the sports associations which led us to limit the number of volunteers in some areas is an eventuality which tells us that WALANG INAATRASANG TRABAHO ANG KABATAAN. When we asked for hands to do the work, thousands responded. We understand that a lot of you were slighted upon knowing that your were not chosen to be part of the group.. AND WE APOLOGIZE.
However, we want to affirm you that OUR WORK WILL STILL CONTINUE and we want you to take part in all volunteer efforts in rebuilding this nation.
