first and foremost we filipinos must be educated of what is parliamentary and federal form of government. We have to take into consideration the awareness of the voting population whether or not they know the importance of a political party and its difference from that of interest groups. In a parliamentary form of government there will be no express principle of check and balance considering that the executive and legislative department is one. there will be no fixed term for the officials, the elections will be more expensive, and given the filipino political culture there might be a tendency that the members of the parliament will abuse and will just focus on their own political agenda. plus the fact that we are not oriented with the powers and functions of the prime minister as the head of the government and the president as the head of the state.
on the other hand, federalism is too risky, because a lot of our local government officials have a great tendency to abuse their authority, considering that the local affairs will be handled by them. however, having such form of government might help us, in the right time, we must educate first the people, for whatever system or form of government we have if the leaders are politicians then we cannot achieve our goals. what we need is a statesman, who will best serve the interest of the people.
