Greetings of Peace!
I am Munard D. Manginsay of Ipil, Zamboanga Sibugay Province of Region IX. Presently I am the President of the Students Consultative Body the highest student organization of Universidad de Zamboanga Ipil Branch. I would like to ask the NYC a copy of the guidelines and membership of National Youth Parliament because Ipil Youth Leaders are very much interested to join in the NYC YOUTH Parliament and all NYC activities. Hoping for a positive response on this matter. Thank You very much........ |

the NYP is held every two years, and it was last held in 2004. Please inquire again next year, or visit our website then. We are not accepting applications yet.

The National Youth Parliament is convened every 2 years. The NYP is a policy recommendatory body for the youth composed of leaders from different youth organizations and youth-serving organizations representing the 4 youth sub-sectors: in-school, out-of-school, youth with special needs, and working youth.

it may differ of the main focus for the 6th nyp but the selection and process and the requirement is still the same..i mean it is not MTYDP will be the focus of the 6th NYP this year..but the selection, process and the requirements for the 6th NYP will be the same.. tnx -Charles- [email protected] +639205011624 ------------------------------------------------------------ National Youth Commission 5TH NATIONAL YOUTH PARLIAMENT Legaspi City, Albay 27 29 October 2004 Program Background: The National Youth Parliament is a 3-day convention gathering all youth leaders in the country. The program aims to serve as the government tool to address prevailing issues and guide in policy formulation and program development for the youth in the Philippines. Under Republic Act 8044, section 13, otherwise known as The Youth in Nation Building Act of 1995, the youth parliament shall meet at the call of the National Youth Commission (NYC) every two years and the delegates shall be chosen by the NYC taking into consideration equal and geographical representation among men and women. Program Objectives: The National Youth Parliament will enable the youth leaders to: Gain insights on existing government programs on youth development Validate the Medium Term Youth Development Plan (MTYDP) for 2005- 2010 Come up with policy recommendations at the local and national levels to enhance the MTYDP Create a pool of youth advocates in the local and national levels Who Can Participate: The National Youth Commission seeks to encourage the participation of 291 delegates to the 5th NYP based on equal geographical representation among men and women, members of youth organizations of government, NGOs and Pos, ethnic and religious organizations. Based on these factors, the preferred participants of the NYP are as follows: PARTICIPATION CRITERIA: Applicants must be: Filipino citizen, between 15 to 30 years old Residing, studying or working at the place/institution for no less than six (6) months Must represent a youth organization (NGO, POs, government entities, schools, LGUs, religious groups, tribal communities and the like) Must not be a member of any previous National Youth Parliament Must not have been convicted of any crime involving moral turpitude *SK Participants will be charged participation fee of three thousand six hundred pesos (P3,600.00) to defray costs, chargeable against local funds. DOCUMENTS TO BE SUBMITTED Application letter to the 5th NYP, one (1) copy Accomplished NYP application form, five (5) copies Brief Resume, not more than 3 pages, one (1) copy 2x2 photo, five (5) copies Certified true copy of birth certificate, one (1) copy Certificate of good moral character one (1) copy Certificate of residency from barangay, one (1) copy Self addressed letter envelopes, with twenty pesos (P20.00) worth of stamps on each envelope, two (2) pcs. Nomination from youth organization represented (NGOs, POs, LGU, government agencies, schools, religious and community based organizations, tribal groups, etc. ADDITIONAL DOCUMENTS FOR SUBMISSION One (1) research paper (thesis/dissertation) or case study on the situation of the Filipino Youth obtained from regional/provincial/city/municipal schools, government agencies, NGOs and POs and related institutions focusing on the six (6) youth policy issues defined below. Delegates will be asked to present and discuss their chosen research paper or case study in the discussion groups during the parliament. Each research document must reflect its relevance and impact on the identified youth policy issues. The research paper (thesis/dissertation) or case study should have relevance to the following youth issues, namely: YOUTH ISSUES Employment (which include Agriculture/farm based, overseas workers, urban workers, health services providers, entrepreneurship skills etc) Education (tuition fees, magna carta for students rights, campus journalism, information technology, fraternities and sororities, etc.,) Health (which include adolescent health, reproductive health, drug and substance abuse, sexually transmitted diseases, etc.) Values (which include Good citizenship, graft and corruption, patriotism, nationalism, etc.,) Youth Participation (which include Sangguniang Kabataan, Local Youth Development Council, Green Brigade, Youth Organization, etc.,) Youth with Special Needs (which include physically challenged youth; youth in conflict with the law, drug dependent youth, disadvantaged youth, youth who are victims of armed conflict, indigenous youth, etc.,) PREFERRED PARTICIPANTS Youth who do not belong to any of the preferred participants group but who possess the minimum qualifications may apply. However, applicants within the preferred group will be given priority in the selection process. 5th NYP PREFFERED PARTICIPANTS Regional Representatives Provincial Representatives Sanguniang Kabataan Representatives Marginalized Sector Representatives TOTAL 34 (male/female) 158 (male/female) 79 20 (physically challenged youth, urban poor youth, indigenous youth, youth in situation of armed conflict etc.) 291 PROGRAM ADMINISTRATION The National Youth Parliament, is administered by the National Youth Commission. It is responsible for the recruitment and selection of delegates and all other activities to ensure to ensure a successful NYP. For this purpose, a National Organization Committee (NOC) for the 5th NYP shall be organized. The NYP NOC secretariat shall take charge in paper screening of documents from prospective delegates. |
