Dear Steve:

Aside from offering youth groups to join this year's Ten Accomplished Youth Organizations (TAYO) to win cash grants for their programs and projects, here comes another opportunity for various groups to take advantage of!

With only 15 days to go, may we request you to spread information on this Project Grants Competition which would entitle winners to receive a grant of up to One Million Pesos to implement their projects for until over a one-year period.

The "Panibagong Paraan" (Philippine Development Innovation Marketplace) is a multi-partner program which encourages and supports innovative ideas to promote "Development with Equity" in the country.

Those who may join include the following:
(1) People's organizations, including community-based groups, sectoral associations and cooperatives
(2) Non-government organizations, foundations, civic organizations, faith-based and inter-faith organizations, and other civil society organizations (CSOs)
(3) Private and public research and academic institutions, in partnership with people's organizations or CSOs
(4) 5th and 6th class municipal LGUs (including barangays therein), in partnership with local people's organizations or CSOs

Categories (Equity issues to be addressed):
(1) Increasing incomes/income opportunities
(2) Improving access to social services, infrastructure and utilities (e.g., energy)
(3) Improving access to/control of land and other assets
(4) Improving access to/ensuring fairness in market and financial structures and systems
(5) Strengthening participation in decision-making (voice and influence)
Improving access to/ensuring fairness in political and justice systems

Project ideas will be judged by a multi-sectoral technical working group on the basis of: Innovation, Scalability and Replicability, and Potential Impact.

Concept papers must be submitted with one or two reference documents (e.g., SEC registration, certification from the local government unit, accreditation with a regulatory agency) establishing proof of the organization's identity.

Concept papers in English, Filipino or other major Philippine languages can be sent by mail or hand-delivered to the Panibagong Paraan 2006 Secretariat, 23/F Taipan Place, F. Ortigas Jr. Road, Ortigas Center, 1605 Pasig City.

Deadline of submission of entries is 30 November 2005.

Panibagong Paraan 2006 is initiated by the World Bank (WB), with the Department of Social Welfare and Development (DSWD) as lead partner agency. (PEF), the United States Department of State, Embassy of Japan (EOJ), The Asia Foundation (TAF)–United States Agency for International Development (USAID), Mirant Philippines Foundation, Inc., Philippine Center for Population and Development (PCPD), International Finance Corporation (IFC), Asian Development Bank (ADB), Caucus of Development NGO Networks (CODE-NGO), Consuelo Foundation, League of Corporate Foundations (LCF), Makati Business Club (MBC), National Anti-Poverty Commission (NAPC), Philippine Rural Reconstruction Movement (PRRM), and the United Nations Development Programme Global Environment Facility–Small Grants Program (UNDP GEF–SGP).
