Richard Alvin M. Nalupta As Sangguniang Kabataan National Federation (SKNF) President, twenty-four year old Richard Alvin M. Nalupta concurrently sits as an Ex-officio Commissioner of the National Youth Commission. Nalupta started his political career in 1993 when at the age of 16, he became the SK Chairman of Barangay Nalupta in Batac, Ilocos Norte. He then became President of Batac's SK Municipal Federation and Ilocos Norte Provincial Federation. As member of the Provincial Board, he chaired the Committee on Youth and Sports. He ran again in the 1996 SK elections, where he won in the barangay, municipal and provincial levels, and eventually elected as President of the National Federation. He serves as member of the Legislative Executive Development Advisory Council (LEDAC) and represents the SK nationwide as SKNF President. Commissioner Nalupta has an extensive international exposure as official delegate to the 1997 Environment Youth Caucus for the APEC Ministerial Meeting in Toronto, Canada, head of the Philippine delegation to the 1998 Asia Pacific Youth Forum in Japan, representative to the 16th ASEAN Sub-committee on Youth Meeting in Brunei Darussalam in April 1999 and to the 10th International Youth Forum in Seoul and Kyongju, South Korea in July 1999. Most recently, Commissioner Nalupta was official representative of the country in the Department of Canadian Heritage's "RACISM. STOP IT! ACTION 2000" held last February 2000 at Toronto, Ottawa and neighboring cities in Canada. A member of the Phi Kappa Phi Academic Honor Society, Commissioner Nalupta graduated cum laude in 1997 from the University of the Philippines - Diliman.
