The INTEGRATED SANGGUNIANG KABATAAN ORGANIZATIONAL, LEADERSHIP AND REORIENTATION PROGRAM, or ISKOLAR is a comprehensive capability building program specially designed for the Sangguniang Kabataan (SK) officials pursuant to RA 7160, RA 8044 and EO 24. This three-phase training program seeks to develop a generation of empowered SK leaders who are active catalysts of change and development in Philippine society by providing technical guidance to their educational, leadership, advocacy and legislative needs.

ISKOLAR aims to transform the country's present political landscape by inculcating in the SKs the tenets of new politics and genuine public service through its various modules, which include the following: SK roles and responsibilities, local legislation, human rights awareness and action, drug abuse prevention and control, environment education, gender awareness and development, values orientation, and strategic planning.

After President Joseph Ejercito Estrada signed Executive Order No. 24 which institutionalized the ISKOLAR Program, the members of the Executive Committee approved its Implementing Rules and Guidelines during the NYC's 4th Anniversary on June 30, 1999. Adding strength to the conduct of the program, the Department of Interior and Local Government (DILG) issued Memoranda Circular Nos. 99-86 and 99-108 during the second quarter of 1999.

 

PROGRAM PHASES

  • BOS (Basic Orientation Seminar) - covers the basic knowledge about the organization, its mandate and leadership skills
  • SEED (Skills Enhancement Empowerment and Development) - a deepening of the knowledge and understanding of the roles and responsibilities of a community leader
  • SPECIAL CONCERNS - containing modules on cooperatives and livelihood development, disaster preparedness and relief services and the various ecosystems

 

GUIDELINES FOR THE IMPLEMENTATION OF THE ISKOLAR PROGRAM

STEP 1 The requesting SK shall coordinate with the local (provincial, city or municipal) Training Management Team (TMT). The DILG Provincial/City Director or the Municipal Local Government Operations Officer (MLGOO) heads the TMT with the SK Federation President and a representative from the NMYL as members.
STEP 2 The TMT will conduct a training needs assessment in the locality to determine the training needs of the local SK and Katipunan ng mga Kabataan (KK). This shall be the basis of the formulation of a 3-year training plan for the SKs and the KKs; copy furnished the NYC Program Secretariat through the LGA. The assessment shall also determine the content of training to be requested for each particular group of SKs.
STEP 3 The TMT shall prepare an ISKOLAR training proposal which, once approved by the requesting SKs, shall be submitted to the NYC Program Secretariat for coordination, scheduling, provision of kits and deployment of agency resource speakers (except for DILG/LGA, which shall be assigned by the Provincial/City DILG Directors or the MLGOO).
STEP 4 Upon confirmation of the training dates and venue with NYC, send out the invitations to participants and coordinate with the TMT regarding the identification of local resource speakers.
