Commissioner Herbert M. Bautista is probably one of the youngest officials of the country who has had a long and fruitful experience in civil governance and the youth movement. He was elected President of the Kabataang Barangay National Federation (1986-1992), and appointed City Councilor representing the youth sector of Quezon City. From 1989 to 1995, he was elected City Councilor representing the Third Legislative District. In the elections of 1995, he bested his rivals as the youngest Vice-Mayor of Quezon City at the age of 27. In 1998, he ran for the mayoralty post but lost by a small margin. He graduated from San Beda College with a degree in Philosophy and Letters in 1992. He has two masters degree: first, in Public Administration and Governance from the National College of Public Administration and Governance (NCPAG) of the University of the Philippines, and second, in National Security Administration from the National Defense College of the Philippines. Commissioner Bautista is a Colonel of the Philippine Army Reserve Command. He is the City Chairman of the Laban ng Masang Pilipino (LAMP), QC Chapter and serves as Board Director of the YMCA-Quezon City, member of the Rotary Club of Kamuning (District 3780) and Board of Director of the Katipunan ng mga Artista sa Pelikulang Pilipino at Telebisyon.
