Pol, or Kuya Pol as his peers call him was born on July 17, 1967 in Naga City . He grew up with strong dedication in public service being a scion of a political family in Bicol. (he is a son of a former municipal councilor and a grandson of the former provincial governor of Camarines Sur, Apolonio, his namesake ). His mother has the strongest influence in his life being a public school teacher who taught him the simplicity of life and who instilled in him a strong belief in the Almighty Creator.

During his high school days, Kuya Pol was elected as President of the Student Government that paved the way to hone his leadership skills and was further enhanced when he was elected as the Kabataang Barangay Chairman in 1986.

His leadership potentials was further manifested when he was elected Vice President of the Association of Political Science Students and as a founding President of the Inter-Fraternity and Sorority Confederation in the University of Nueva Caceres where he romped away with a degree in Bachelor of Arts in Political Science in 1988. One of the major achievements of the said confederation is the establishment of a harmonious relationship and networking of students.

Inspired by his accomplishments as a youth leader, Kuya Pol's inclination to public service was further realized when he was employed as the Executive Assistant to the Chairman of the Committee on Appropriations, House of Representatives during the 8 th and 9 th Congresses. He assisted in the preparation of the annual national budget. But after five years in the legislative arena, an opportunity to serve his fellow young people opened again when he was appointed as the Area Officer for Southern Luzon of the National Youth Commission in March 1997. Since then, Kuya Pol's leadership skills was further developed coupled with his task to implement major NYC programs at the local level.

In June 1999, Kuya Pol was promoted as Assistant Division Chief and was designated as program manager of the Medium Term Youth Development Plan, National Youth Parliament, Ship for Southeast Asian Youth Program (SSEAYP), Kabataan 2000 and KALAHI. The Civil Service Commission has given him a special recognition for his valuable contribution when he was elected as the batch President during the 23 rd Supervisory Development Course in June 2000. He represented the country in various international conferences such as ASEAN and Japan Youth Exchange Programs, Asian Youth Council Executive Meetings and the Korea Youth Exchange Program. He has been the Congress Director during the Sangguniang Kabatan (SK) National Congresses. In 2002, he was able to get the post as member of the Board of Trustees of the Alay Lakad Foundation, Inc. representing NYC. He proposed the foundation's policy to grant educational, livelihood and skills training assistance to out of school youth beneficiaries.

As the founding President of the NYC Employees Association, he was able to institutionalize a harmonious relationship between the Commission and the rank and file employees.

The Commission, in recognition of Kuya Pol's achievements and initiatives recommended him to be the NYC Executive Director. He carved his name in history as the first NYC Executive Director and Chief Operating Officer to be appointed by Her Excellency President Gloria Macapagal Arroyo in August 2007 from the rank and file employees.

Now, E.D. Pol, as his officemates call him, serves as the office administrator and Secretary to the Commission. His tough job includes over-all administration of the office and in-charge of the day-to-day operation. His challenging job requires the heart of being a former rank and file employee and the wisdom in the decision-making process all leading to one goal - the interest of pubic service.
