REQUEST FOR EXPRESSION OF INTENT FOR PROCUREMENT OF ADVISORY AND REVIEW SERVICES FOR YOUTH STUDY

Brief Description    : Conduct of Philippine Youth Assessment
                       

The study aims to provide an update on the profile of the Filipino youth-their prevailing values and attitudes in relation to their needs, aspirations and problems- to serve as basis in crafting the Medium-Term Youth Development Plan 2011-2016. This is through conduct of secondary and primary data gathering nationwide and the measurement of the youth development index in both the regional and national levels.
                       

  1. The National Youth Commission (NYC), through the Policy Research Monitoring and Evaluation Division Funds (General Fund 101) intends to apply the sum of Two Million Eight Hundred Thousand Pesos (PhP 2,800,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Procurement of Institutional Fee for Youth Study” with IAB No. GOP/10-NYC-01. Bids received in excess of the maximum rates provided in the bidding documents shall be automatically rejected at the opening of the financial proposals.

  2. The National Youth Commission (NYC) now calls for the submission of eligibility documents for procurement of advisory and Review Services for Youth study. Interested consultant must submit their eligibility documents on or before March 19, 2010, 1:00 p.m at the office of BAC Secretariat, 4th Floor Bookman Building, 373 Quezon Avenue, Quezon City. Application for eligibility will be evaluated based on non-discretionary “pass/fail” criteria.

  3. The BAC shall draw up the short list of consultant for those who have submitted eligibility documents and have been determined as eligible in accordance with the provision of R.A. 9184, otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list consists of five (5) prospective bidder who will be entitled to submit bid.

  4. Bidding will be conducted through open competitive procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A. (IRR-A) of Republic Act 9184 (R.A 9184) otherwise known as the “Government Procurement Reform Act”, and its restricted to Filipino citizens/sole proprietorship, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

  5. The procuring entity shall evaluate bid using the Quality Based Evaluation Procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instruction to bidders.

  6. The contract shall be completed within ten (10) months.

  7. The National Youth Commission reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
