NYC LOCALIZATION PROGRAM IN FULL SWING
In line with the National Youth Commission's thrust to mainstream the Medium Term Youth Development Plan (MTYDP) 2005-2010, the Regional Policy and Advocacy Division reports that there are already 38 Local Youth Development Councils (LYDCs) nationwide.
As of the third quarter of 2005, the 38 LYDCs were established in various regions by enactment of ordinances or issuance of executive orders in the barangay, municipal, city, and provincial levels. Most of the ordinances were either authored or co-authored by the Sangguniang Kabataan (SK) municipal/city/provincial federation presidents of the SK Alumni who now sit as regular members of the Sanggunians .
LYDCs have been created in the following areas: (Luzon) Ifugao Province; Kabayan, Benguet; Burgos, Ilocos Norte; Bayombong, Nueva Vizcaya; Tuguegarao City, Cagayan; Alicia, Isabela; San Fernando, Pampanga; Olongapo City; San Pedro, Laguna; Sto. Tomas, Batangas; Cavite Province; Mendez, Cavite; Talisay, Batangas; Dolores, Quezon; Silang, Cavite; Pitogo, Quezon; Tayabas, Quezon; Puerto Princesa City, Palawan; Sta. Cruz, Marinduque; Guinobatan, Albay; Buhi, Camarines Sur; Sorsogon City; Quezon City; Pasay City; Valenzuela City; and Mandaluyong City. (Visayas) Bohol Province; Tacloban City; Province of Southern Leyte; (Mindanao) Siocon, Zamboaga del Norte; Gingoog City; Province of Misamis Oriental; Baragay Kauswagan, Cagayan de Oro City; Samal City, Davao; San Isidro, Davao Oriental; Bislig City, Surigao Del Sur; Marawi City, Lanao Del Sur; and Ampatuan, Maguindanao.
At the same time, around thirty four (34) local youth development planning (LYDP) workshops were conducted by the NYC Regional Coordinators in areas where there are LYDCs. The local youth development plans crafted in the said workshops shall be incorporated in the development plans of the local governments units as part of the sectoral development plans.
After LYDCs are established, the NYC regional coordinators and area officers convene the council and provide insights on what the council is expected to accomplish to be recognized as centers for youth development excellence.
