WINNERS OF THE 1 st KAMPEON NG KABATAANG PILIPINO AWARDS

1. NORIELR. BERNALES
Municipal Councilor
Nabua, Camarines Sur

Lawyer-to-be Yell could not believe it at first when he was informed that he made it to the top ten (10) for the Kampeon ng Kabataan Awards because at the time he got the call, he was taking his final exams. And this quest to further his education is best manifested in the litany of ordinances to his credit that pertain to enhancing the quality of education by upgrading school facilities. He got lured in the political arena after his stint as a Branch Manager for an insurance company and as a broadcaster.

2. ATTY. MILA PERPETUA CATABAY-LAUIGAN
Board Member, 3 rd District
Province of Cagayan

A law practitioner by profession, Mila exemplifies today's breed of Filipino women- determined, resilient and committed to a cause.

And because she believes in the potentials of the youth, she authored a provincial ordinance known as the Comprehensive Youth Employment and Entrepreneurship Program or CYEEP that seeks to empower the youth to be economically self sufficient by nurturing them into becoming job providers instead of job seekers.

3. BRUCE A. COLAO
Vice Mayor
Muncipality of Lugait, Misamis Oriental

He is everyone's BRO and true to form, Bruce also traces his political roots as a former SK Municipal Federation President in 1992 until his current post as Vice Mayor of Lugait, Misamis Oriental. He is credited for the enactment of ordinances that ensured the safety and well being of the youth, notably the establishment of the Lugait Library, Archive and Information Center for the youth; establishment of the Municipal Technical Educational and Skills Development Program; establishment of a Scholarship program for the Poor but deserving students and Anti Smoking Ordinance, among others.

4. ATTY. JOSE ROMEO S. DELA CRUZ
City Councilor
Santiago City , Isabela

Atty. Romy is perhaps one of the most diligent local legislators that the City of Santiago has ever produced. Backed by a solid academic background, he could have chosen to rest on his laurels but he opted to be of service to his community by championing the causes of the underprivileged. He manifested this calling initially as a lawyer at the Public Attorney's Office of Santiago City and eventually as a city councilor. He has authored ordinances that promote the rights and welfare of the youth.

5. SENEN C. LLOREN
Municipal Councilor
Jagna, Bohol

Councilor Sen's stint as a local legislator has paved the way for the enactment of ordinances that seek to protect the rights and welfare of the youth, notably an ordinance creating the Jagna Code for Children; an ordinance penalizing domestic offender and providing protection measures to the victim; an ordinance prohibiting commercial stores to sell “rugby “to minors ; and ordinances that provide curfew hours for minors and implementation of the Anti-Trafficking of Persons, among others.

6. SHIRLYN MACASARTE-ESPUELAS
Board Member, 1 st District
Province of Cotabato

Shirlyn is also a classic example of how women have proven their worth outside the confines of her home not only by pursuing further education but also by authoring ordinances that puts a lot of premium on the importance of education among the youth, especially those coming from the tribal communities.. She was honed as a legislator by serving as Sangguniang Kabataan Municipal Federation President of Banisilan, Cotabato for several years. Considered as one of her landmark legislations is the Provincial Ordinance establishing the Child and Youth Welfare Code of Cotabato Province

7. SOPHIA MARIE G. PAGTAKHAN

Province of Cavite

Sharie to many of her colleagues is one of the youngest awardees. Through the years, she has shown dedication and diligence in the performance of her official functions while striking a balance between her medical studies and her duties as a legislator.

To her credit are ordinances creating the Cavite Youth Development Council ; establishment of a Youth Information desk in all barangays within the territorial jurisdiction of Cavite; and the creation of the Cavite Association of Youth Organizations (CAYO) as the umbrella organization of all youth organizations in the province of Cavite and the ordinance banning display of lewd video shots in commercial videoke-karaoke system in various areas within Cavite and with corresponding penalties.

8. SHIERWIN H. TAAY

Shierwin holds the distinction of being one of the recipients of the OSKAR ( Outstanding Sangguniang Kabataan Awards and Recognition)during his term as SK provincial federation president. And it is also worth mentioning that his concern for the development of the youth is greatly manifested in the ordinances that he authored particularly the establishment of the Provincial Youth Development Council in Aurora and the institutionalization of the Araw ng Kawani and Family Week.

9. GODOFREDA O.TIROL

Province of Bohol

She may sound very unassuming once you get to talk to her but reviewing her track record is somewhat an overwhelming experience. It is quite unbelievable to imagine a local legislator who holds a doctorate in Education and dual masters degrees in Education and in Business Administration. But Board Member Freda truly never rests on her academic achievement. For she prefers to translate into action al that she has learned through enactment of ordinances that seeks to inculcate among the youth appreciation for arts, culture and history through the Bohol Arts and Cultural Heritage Council and the organization of the Center for Culture and Arts Development in the province of Bohol; and an ordinance ensuring the protection and welfare of children through the Bohol Children's Code.

The two local legislators endeared the heart of the Kampeon ng Kabataan judges because of their collaborative efforts in sponsoring the enactment of an ordinance known as the Youth Welfare and Development Code of Capoocan, Leyte that practically encompassing the need for a holistic development program for the young people of the municipality with corresponding budgetary appropriations.
