GUIDELINES FOR THE SELECTION PROCESS OF THE JAPAN-EAST ASIA NETWORK OF EXCHANGE FOR STUDENTS AND YOUTHS (JENESYS) PROGRAMME STUDENT AMBASSADORS AND SUPERVISORS
I. CONCERNED AGENCIES

NATIONAL YOUTH COMMISSION (NYC) - 3 rd Floor Bookman Building, Quezon Ave., Quezon City, Philippines
JAPAN INTERNATIONAL COOPERATION CENTER (JICE) – 20-21 st Floor, 6-10-1, Nishi-Shinjuku, Shinjuku-ku, Tokyo, Japan
II. QUALIFICATION OF STUDENT AMBASSADORS
- Must be 25-45 years old
- Must be a teacher or professor by profession
- Must have excellent communication skills; fluent in English
- The Qualification of Student Ambassador (referred to as Youth in the Operational Guidelines for the Japan-East Asia Network of Exchange Students and Youths Programme or the JENESYS Programme) is stated in the abovementioned guideline provided by JICE;
- Filipino, single, must be between 16 to 18 years old, on or before April 1, 2008;
- Of good moral character;
- Must be currently enrolled in a college or university with a Graded Weight Average (GWA) of 2.25 of 85% equivalent, with no failing marks in the preceding semester;
- Physically and mentally fit to travel;
- Must be a first time traveler to Japan and/or must not have been a grantee or recipient of any NYC funded international travel or Japanese Government grant;
- Must be knowledgeable of the history, geography, culture and arts, and the current issues on the Philippines, and fairly knowledgeable in those on Japan and other East Asia countries;
- Must be an officer or an active member of a youth organization for at least one (1) year immediately preceding the date of application;
- Must be willing to be an active NYC volunteer after the program and to continue promote the learnings about Japan and the Japanese culture gained from the JENESYS Programme;
- Area representation would be based on the place of the school, college or university enrolled in;
III. APPLICATION REQUIREMENTS FOR STUDENT AMBASSADORS
- Two (2) copies of the application forms with passport sized pictures with white background attached to each form (all original, no scanned pictures)
- Two (2) copies of resume, not more than three (3) pages
- Two (2) copies of Certificate of Good Moral, issued by the school, college or university (1 original and 1 photocopy)
- Two (2) copies of the certified cop y of grades
- Two (2) copies of Police or NBI clearance
- Four copies of passport-sized pictures (not scanned)
- Completed NYC Volunteer form
IV. QUALIFICATION FOR SUPERVISORS
" The Qualification s of Supervisors (referred to as Supervisor in the Operational Guidelines for the Japan-East Asia Network of Exchange Students and Youths Programme or the JENESYS Programme) is stated in the abovementioned guideline provided by JICE.
" NYC will, in consultation with the JICC, recruit and recommend qualified Supervisors for the JENESYS Programme
V. APPLICATION REQUIREMENT FOR SUPERVISORS
- Two (2) copies of application forms, with white background passport sized picture attached to each application form (all original, no scanned picture).
- Two (2) copies of certification from his/her Division Chief and the Executive Director of a VS rating for two (2) consecutive rating periods prior to travel and permitting him/her to participate in the JENESYS Programme.
- Two (2) copies of a certification from the Chief of the Administration and Finance Division that he/she has no pending unliquidated cash advances.
- Two (2) copies of valid Police or NBI clearance (1 original and 1 photocopy).
VI. SUBMISSION OF APPLICATION FORMS:
- For hand-carried application forms, applicants must submit the complete requirements to JENESYS Programme Secretariat of the National Youth Commission (hereinafter referred to as “Secretariat”) c/o Ms. Marielou Chua , 4 th Floor, Bookman Building, 373 Quezon Avenue, Quezon City or the NYC Area Offices not later than 5:00 p.m. on December 31, 2007
- For submission through mail, the Secretariat should receive the requirements post marked before January 1, 2008, including those submitted at the NYC Area Offices.
- Application forms with incomplete requirements shall automatically be disqualified.
VII. DISTRIBUTION OF SLOTS
- One hundred (100) delegates are scheduled to be sent to Japan from May 13 to May 22 and another one hundred (100) delegates from May 20 to May 29.
- Eight (8) slots out of 100 shall be for Supervisors, to lead four (4) groups , consisting of o ne (1) male and one (1) female for each group. Four (4) of the slots will be recruited and recommended from the list of Japanese Language related organizations or schools provided by the JICC and will be allocated to each group . One (1) slot will be recruited from the NYC employee. The remaining three ( 3 ) slot s will be recruited from the Youth Serving Organizations/Youth Organizations, Schools and Government Agencies in youth related programs or activities.
- The ninety-two (92) Student Ambassadors will be divided into four (4) groups.
- Twenty-five (25) Student Ambassadors of the ninety-two (92) shall be selected from the JICC - identified educational institutions.
- Five (5) shall be selected from students taking IT related courses.
- The remaining slots will be selected from all other applicants from various high schools, colleges and universities all over the country.
- The division of the groups are as follows:
- Group 1 will be composed of seventeen (17) Student Ambassadors from Luzon and six (6) Student Ambassadors from the National Capital Region (NCR);
- Group 2 will be composed of eighteen (18) Student Ambassadors from the Visayas and five (5) from Mindanao;
- Group 3 will be composed of ten (10) Student Ambassadors who will be coming from the JICC - identified educational institutions in Mindanao and thirteen (13) Student Ambassadors from Mindanao;
- Group 4 will be composed of twenty (20) Student Ambassadors from JICC identified educational institutions from the NCR and three (3) from other schools, colleges or universities from NCR;
- The eight (8) Supervisors will be divided among these four groups;
- Equality in gender representation among the male and female shall be taken into consideration by the NYC for the final selection of the delegates.
VIII. SCREENING PROCESS
- The NYC shall create a Document Screening Committee composed of three (3) NYC staff who shall elect among themselves a Chairperson of the Committee which will regularly meet to screen and check the completeness of the requirements and to verify the information stated in the application form as well as the application requirements.
- The Document Screening Committee will submit to the Secretariat the list of qualified Student Ambassadors and Supervisors.
IX. DELIBERATION OF APPLICANTS FOR THE STUDENT
AMBASSADORS
- Equal gender and area representation will be observed;
- The Secretariat, having collated all application forms , will submit the recommendations to the Commission En Banc;
- The Commission, upon receipt of the list of applicants, shall call for a Special Commissioners Meeting, if necessary, to deliberate and identify the ninety-two (92) Student Ambassadors together with the five (5) male and five (5) female Student Ambassadors alternate;
- The Secretariat shall submit to the JICC the list of ninety-two (92) selected Student Ambassadors for final approval by the Japanese Government.
X. DELIBERATION OF AP P LICANTS FOR THE SUPERSIVOR
- Equal gender and area representation will be observed;
- The Secretariat, having collated all application forms , will submit the recommendations to the Commission En Banc;
- The Commission, upon receipt of the list of applicants, shall call for a Special Commissioners Meeting, if necessary, to deliberate and identify sixteen ( 16 ) Supervisors together with one ( 1 ) male and one ( 1 ) female Supervisor alternate s ;
- The Secretariat shall submit to the JICC the list of sixteen ( 16 ) selected Supervisors for final approval by the Japanese Government.
XI. CONFIRMATION OF THE PHILIPPINE DELEGATION
- The JICC shall inform the NYC of the delegation list finalized by the Japanese Government.
- The NYC shall confirm the members of the delegation (Student Ambassador s and Supervisors) prior to the Pre-departure Orientation by issuing a certificate.
XII. DISQUALIFICATION OF DELEGATES
- As Ambassadors of Goodwill, the Philippine delegation is expected to conduct themselves with honor, integrity and dignity. If any member of the delegation commits an act or behaves in a manner that will affect the integrity of the delegation or place the country in an embarrassing situation prior to the departure or during the program, the NOC shall recommend to the Commission the disqualification of a delegate / delegates.
- The Commission shall conduct an investigation to verify and validate the information and grounds for disqualification.
- The decision of the Commission is final and executory if it finds that the situation of the participant warrants disqualification from the delegation.
- The Secretariat will inform JICC of the result of the Commission's investigation and decision.
- The Commission will respect the decision of the Japanese government if it imposes penalties or disciplinary actions to any member of the delegation found violating rules and regulations of the program.
- The Commission shall not allow any member of the delegation to join the program if that member contracts a communicable disease or injury that may prevent active participation in the activities of the program.
- Any NYC officials and any relative of NYC o fficial up to the fourth (4th) civil degree of consanguinity and/or affinity, including common law relationships, are disqualified to join the JENESYS Programme.
- The qualifications of the Supervisors and the Student Ambassadors shall be confirmed as per the Operational G uidelines provided by JICE.
XIII. VOLUNTARY WORK FOR NYC
All NYC recipients or grantees of international programs, including the JENESYS Programme, are expected to render not less than forty (40) hours of voluntary work upon return to the Philippines, to be coordinated with the Regional Coordinators.
All participants are encouraged to promote the learning about Japan and Japanese Culture by sharing their respective experiences from the JENESYS Programme in their schools, communities and organizations.
